When you click on the download option, the light grey circle fills up with the blue color along with its circumference. When the circle outer line completely fills up with the blue color it indicates that the download is completed. Then you can see the video though you are offline.

Note: You can also download videos while watching. To download the video while watching, click on the three vertical pointer symbol at the left corner of the screen.
